SNC will be developed in a preparatory phase plus two major phases:
- Phase 0 - Preparatory phase - completed
- Phase 1 - Pilot development in Sirges Sámi village area – In progress
- Phase 2 - Wider deployment

Reference Committee
The RC is established as an integral part of the SNC project by agreement with Vinnova, the project seed funding source and has the following description:
- The RC advises the Project Manager on issues that include: technical plans, budget and funding.
- The Project Team is responsible for reporting project status to the RC on a quarterly basis. The RC is composed of representatives from all of the institutions involved in the project, from the intended user community and includes industry experts.
- The RC meets twice yearly, though it can continue to remain active through discussions over an email list. RC meeting minutes will be available through this web site.
- The project meeting schedule.
Phase 0 status - completed
In the preparatory phase the project was run as co-operation between following units: Luleå University of Technology represented by Maria Udén (Dept. Of Gender, Human , Machine) and Avri Doria (Dept. Of Systems Development), Mäkitalo Research Centre, and Project Kvinna i sameby represented by Susanne Spik and Karin Kuoljok.
As Phase 0 went on, the original team was joined by Anders Östman (Dept. of Geographical Information technology) at the Luleå Univeristy of Technology, Björn Pehrson of IT University and by. Per Gunningberg (Division of Computer Technology) of Uppsala University.
Funding was obtained from Vinnova which allowed the project to progress to Phase 1.
Phase 1 status – In progress
The pilot phase of the project was initiated in Mid January 2004 based on a funding proposal approved by Vinnova.
The Vinnova funded project is a three year project focused on the introduction of SNC into the summer land of Sirges Sámi Village as a pilot program.
